KINGSPORT — A Kingsport man was arrested on several charges, including resisting arrest and going armed, following a weekend disturbance at Hog Wild Saloon.
According to a Kingsport Police Department report, the incident occurred about 1:30 a.m. Saturday. An officer patrolling through the parking lot of Hog Wild, 1009 W. Stone Drive, heard a man cursing loudly.
As the officer approached the suspect, who was walking away from the club, another individual advised that the man was carrying a gun. The officer reports that he gave verbal commands for the suspect to stop, but he continued to walk away.
“I then physically took control of subject at which time he became combative,” reads the police report. “After placing him into an arm restraint, he began to attempt to kick me with his right leg.”
The officer reports grabbing the ankle of the man’s right leg and feeling what was believed to be a weapon. The man was then immediately placed into handcuffs.
Police said a search of the man’s boot found a stainless steel .380-caliber pistol. Hog Wild management told police they had ejected the man from the bar for being unruly.
Jamie Coleman Byrd, 35, 989 Highridge Drive, was arrested and charged with public intoxication, resisting arrest, going armed, possession of a firearm while under the influence, and possession of a firearm where alcoholic beverages are sold.
As police were arresting Byrd, a woman “began to cause a disturbance and curse loudly,” according to the police report.
The woman was located in the parking lot and became “upset” when asked for her identification.
Police said the woman, Tammy Renee Vicars, 46, 618 Branch St., Kingsport, smelled of alcohol, spoke with slurred speech, and was unsteady on her feet. When advised she was too intoxicated to conduct herself properly in public and placed under arrest, Vicars allegedly began cursing loudly at police.
Vicars allegedly refused to place her hands behind her back. Officers reported they had to struggle to place her in handcuffs, and then she refused to place her feet inside the police cruiser.
“She was sprayed with a one-second burst of pepper spray, and it had an instant effect, and she placed her feet in the vehicle,” reads the police report.
Vicars was transported to the Kingsport jail without further incident. She was charged with public intoxication, resisting arrest and disorderly conduct.

Well Josh, I am not upholding my Nephew in having to much to drink. Of course he should know his limits, but as a place that serves alcohol they should also know when someone has had to much and cut them off not continue to serve them. This took place outside after they had told him to leave and we were attempting to take him and leave. So I guess you have been lucky not have been tossed out and beaten in the parking lot. This took place several years ago so maybe they have diffrent bouncers there now. I dont know I am only telling what happened when we were there several years ago. I am not saying that my Nephew wasnt getting loud because he was him and another of my nephews were argueing between themselves. But they asked them to leave and we were trying to take them and leave. My other Nephew was only 18 at the time and he to was allowed to drink. So when I tell my story I am not saying that my Nephew was completely innocent because he was drinking and getting loud. But, I am saying he didnt deserve that type of beating.
Well Linda, it sounds like you have a completely different "incident" to complain about... As much as I hate to admit it I have been there many times in the past, gotten pretty wild so to speak and the bouncers there have never said even the first word to me other than to just settle down a little bit and thats it! I don't know anyone there and never have! So it sounds like your nephew you speak of was doing something he shouldn't have ever been doing and should have probably known his limits on the alcohol.... These people need to be thankful that the bouncers there at Hog Wild didnt decide to do the "restraining". From experience I can tell you that when they do "restrain" you that is unlike anything you have ever seen. They just give you a good old fashioned beat down and it dosent come from just one bouncer it coems from all of them and if a cop just so happens to be around well they just join right in on the beat down. From thier stand point they claim it took 8 to 10 bouncers and to moonlighting officers there at Hog Wild to "restrain" a 150 pound 21 year old. This 21 year old spent 3 days in ICU with bleeding on the brain. The rest of the family was barred indefinetly when they tried to stop the beating. This 21 year old is my nephew and yes he was intoxicated. They should have stopped serving him hours before this happened. I am one of the ones barred for life because I tried to stop the brutal beating of my nephew. So when I see news like this I wonder how that place is still open. I guess it is all in who you Know.
Sounds like this establishment continues to prop up the lower end of the gene pool.
Imagine that, someone being drunk and "unruly" at Hog Wild...

i'm pretty sure if i was in a parking lot with a cop headed my way and someone said i had a gun, the first thing i would want to do is prove i do not. i don't want some cop chasing me down thinking i'm armed. this guy knew he was going to get caught, that's why he kept walking. lisa i'd hate for you to find someone breaking into your house one day and when you call 911 they tell you "well this is just hearsay, can you send us a picture of it?"
The man was heard cursing loudly by the officer, which is a public disturbance. When the officer approached he was informed that the man was armed, also.
A man who is a public nuisance warrants an investigation by the officer, and information that the man may be armed only adds to the need to investigate the situation. I feel that the officers acted correctly.
Lisa, anytime you call the police to report a problem you are giving them nothing more than hearsay, that is how every police investigation starts.
What is the probable cause here? The man was walking away from the club. The officer was going on "hearsay" from another individual. Yes, the information was correct but does that make it right? Is it okay to physically detain someone because they don't stop when the police yell at them? I wouldn't, especially in an environment like that one. The man wasn't in the club at that point. I don't understand the cause to "physically take control of the situation".
