PUBLIC MEETING NOTICE A Public Meeting has been scheduled to discuss community needs and how Community Development Block Grant (CDBG) funding might address those needs. The Town of Mount Carmel is considering submitting a 2010 CDBG application to the State of Tennessee Department of Economic and Community Development. PUBLIC NOTICE Eastman Chemical Company has applied to the Tennessee Air Pollution Control Division (TAPCD) for renewal of a major source operating permit and for a significant modification to a major source operating permit subject to the provisions of paragraph 1200-3-9-.02(11) of the Tennessee Air Pollution Control Regulations (TAPCR). A major source (Title V) operating permit is required by both the Federal Clean Air Act and the Tennessee Air Pollution Control Regulations. The Title V operating permits are identified as follows: FIRST ITEM: Eastman Chemical Company has applied to the Tennessee Air Pollution Control Division (TAPCD) for renewal of a major source operating permit subject to the provisions of paragraph 1200-3-9-.02(11) of the Tennessee Air Pollution Control Regulations (TAPCR). A major source (Title V) operating permit is required by both the Federal Clean Air Act and the Tennessee Air Pollution Control Regulations. The Title V operating permit is identified as follows: Division identification number 82-0003/57888 MSOP-02. SECOND ITEM: Eastman Chemical Company has applied to the Tennessee Air Pollution Control Division (TAPCD) for a significant modification to their major source operating permit number 557901 subject to the provisions of paragraph 1200-3-9-.02(11) of the Tennessee Air Pollution Control Regulations (also frequently referred to as Title V regulations). A major source (Title V) operating permit is required by both the Federal Clean Air Act and the Tennessee Air Pollution Control Regulations. The applicant is Eastman Chemical Company with a site address of South Eastman Road, Kingsport, Tennessee. They seek to obtain a significant modification to a major source operating permit for their chemical manufacturing operation. The significant modification involves the removal of MACT requirements (40 CFR 63 Subpart FFFF) for one permitted emission source, implementation of alternative monitoring (40 CFR 60 Subpart VV) for one permitted emission source, addition of a MACT requirement (40 CFR 63 Subpart F) to two emission sources, and changes to parametric monitoring at one emission source. The existing Title V operating permit subject to the modification is identified as follows: Division identification number 82-0003/557901 (MSOP-01). The process emission sources affected by the modification are identified as follows: 82-1009-64/PES-B-99-8, 82-0003-96/PES B-99A-2, 82-1005-49/ PES B-99A-11, and 82-0003-95/PES B-99A-16. This significant modification is conducted pursuant to subpart 1200-3-9-.02(11)(f)5(iv) of the Tennessee Air Pollution Control Regulations. Only the portion of the Title V permit affected by the significant modification is open to comment during the notice period. EPA has agreed to treat these draft Part 70 permits as proposed Part 70 permits and to perform its 45-day review provided by the law concurrently with the public notice period. If any substantive comments are received, EPAs 45-day review period will cease to be performed concurrently with the public notice period. EPAs 45-day review period will start once the public notice period has been completed and EPA receives notification from the Tennessee Air Pollution Control Division that comments have been received and resolved. Whether EPAs 45-day review period is performed concurrently with the public comment period or after the public comment period has ended, the deadline for citizens petitions to the EPA Administrator will be determined as if EPAs 45-day review period is performed after the public comment period has ended (i.e., sequentially).
