Dave Clark: Do the separate parts add up to a coherent whole?

In the current environment, one might ask if President Trump's policy seems to stem from a coherent plan (strategy) which will likely lead to a stable and favorable outcome? Or, are they discrete actions, which might be related, but lack internal consistency, that create uncertainty and instability? The answers to these questions are key to understanding where we may end up and whether our country and people will ultimately be better off.So far Trump is focused on distinct issues (border security, tariffs, distancing from NATO). He treats them in a "transactional" way — a series of individual (and personal) negotiations. He clearly has a "deal-making mentality." He approaches each policy issue like a business negotiation with an emphasis on immediate wins or concessions.This is clearly seen in Trump's trade agenda. He emphasizes high tariffs (up to 60% on Chinese goods and 100% on certain imports) to reduce trade deficits and encourage domestic manufacturing.While this approach aims to bolster U.S. industry, critics argue that the lack of coordination with allies and inconsistent application of tariffs undermine its effectiveness. For instance, sudden tariff hikes have led to market volatility and strained relationships with key partners like Canada and Mexico.In national security, Trump's approach favors bilateral deals and pressure on allies to increase defense spending. This shift from multilateral cooperation to transactional relationships has caused uncertainty among traditional allies. Additionally, internal divisions within his administration have led to conflicting statements that hinder a unified strategic direction.Trump prefers personalized diplomacy and one-on-one relationships with leaders. He often bypasses traditional diplomatic channels or expert advice. In speaking about Russia's president, Vladimir Putin, he stated, "We will be speaking, and I think will perhaps do something that'll be significant. … We (he and Putin) want to end that war. That war would have not started if I was president."He believes he can make a "personal deal" with Putin to end the war. So far this has been unsuccessful. Trump recently stated that he was "very angry" and "pissed off" when Putin appeared to snub his cease-fire overtures.Trump also appears to emphasize performance over policy. He has imposed (then paused) tariffs in an effort to leverage results, regardless of how that may affect the broader international trade regime.Domestic cuts initiated by the Department of Government Efficiency (DOGE) in government staffing and the pause on research have created a degree of chaos at a time when the government is in significant transition.Does the size of government need to be reined in? Absolutely! However, decimating large (and frequently arbitrary) swaths of the federal bureaucracy will likely hinder the smooth transition of policy he seeks. Exemplar of this is the widespread termination of probationary government employees. (Did the government not hire any qualified personnel in the past two years?)Likewise, he appears to have a short-term focus. He often emphasizes what the U.S. gets "now" (e.g., money from allies and tariff revenue). Success is often measured in headlines, rallies and optics more than sustainable results.There appears to be less emphasis on risks and long-term consequences. At a minimum, he appears willing to take "great risks" in the hopes of "great returns." The risks are fairly clear, but the "return" on that play is far from certain.However, there do appear to be strategic elements (or at least in appearance thereof). There is a clear ideological thread in his rhetoric: "Make America Great Again." The emphasis is on national self-sufficiency, reduced reliance on foreign military and economic partners, and prioritizing domestic production. Collectively this does create a semblance of thematic consistency.Trump is (rightfully) skeptical of (previous) trade, immigration and international commitments. He espouses an "America first" policy. This is an attempt to reposition the U.S. in global affairs, focusing more on self-reliance and less on multilateralism.He clearly challenges the "status quo." His critics and supporters alike agree he's upended post-WWII orthodoxy, (e.g., the transatlantic NATO military alliance) pushing the U.S. to rethink its role in world affairs. This could be seen as strategic disruption, even if execution is ad hoc.He also frames his policies in populous terms. Economic and trade policies are crafted to appeal to domestic workers and industries, reinforcing a political narrative of reclaiming national strength.It is not at all clear that he can deliver. Tariffs raise prices for individuals, reducing their prosperity. Because his policies are derived from "executive orders" (as opposed to enabling legislation), the risks for major investment by companies to reinvigorate manufacturing are significant when the next administration can undo them with a stroke of the pen.Trump's style is "transactional," focused on leverage, image and deal-making, albeit anchored in a personal strategic instinct. He is engaged in dismantling global interdependence and reasserting unilateral U.S. power and autonomy.He's not strategic in the traditional, institutional sense, but there is a certain logic behind many of his moves even if they appear chaotic or improvisational. Trump's current policies are thematically aligned but operationally fragmented.While Trump's policies reflect a strategic intent to prioritize American interests, the execution across trade, national security and economic domains often lacks cohesion. The absence of observable integrated planning and the presence of internal contradictions suggest that, despite overarching goals, the current approach does not constitute a consistent strategy.Do the individual pieces add up to a coherent whole?
