Records show on-scene confusion of gate ramming at Eastman Chemical Co.

KINGSPORT — The first call came from security at Eastman Chemical Co. to Kingsport dispatchers at 3:19 p.m."WHITE VEHICLE WENT THROUGH A GATE," the dispatcher wrote in a report. "WHITE SUV, TINTED WINDOWS AND NEVER STOPPED TO SPEAK TO SECURITY."For the next three hours, Kingsport police and Sullivan County sheriff's deputies found themselves in a standoff with Erin Wall, 36, of Erwin, who police said rammed through Gate 7 of Eastman Chemical Co. on Saturday, Oct. 21, and wouldn't respond to police commands.The Kingsport Times News made a records request of 911 calls during that day and received the computer-aided dispatch operations report on scene for the incident.The report contains dispatchers' notes on the communications throughout the day between dispatchers, law enforcement personnel and law enforcement's communication between themselves.The calls show police trying a variety of tactics to unseat Wall from his Chevrolet Trailblazer from firing pepperball at the car to shattering its windows and ultimately calling in SWAT to extract him from the vehicle.Police took him into custody and arrested him on 15 different charges, which included driving under the influence, reckless endangerment and a litany of drug charges. An affidavit also states police found drugs in his possession including methamphetamine and fentanyl.Gate security at Eastman immediately called Kingsport dispatch. The report shows the confusion within the first several minutes.By 3:42 p.m. there were reports of possible shots fired."HOLD TRAFFIC/MAY HAVE HEARD A GUNSHOT," an officer states."SECURITY ALSO SAID THEY HEARD A LOUD POP," another officer states seconds later."CAME FROM DIRECTION OF VEHICLE/MAY HAVE COME INSIDE IT," the dispatcher writes a third officer stated.Minutes later, officers speak of the Trailblazer sitting next to tankers, which were flammable.Officers state there is no movement inside the vehicle and discuss bringing in pepperball and shields.The reports show officers checked to see if there was any video footage of the car within the area. A dispatcher tells them a tanker is blocking the view of one camera in the area.Officers state that Wall is slumped over in his car at this point and making little movement.By 4:24 p.m., the order is given to bring in pepperball, a paintball type cartridge that when fired, strikes a surface, explodes and throws pepper in the air, incapacitating the subject.Police start strategizing what to do, the report shows. There is talk of shattering the Trailblazers windows and firing pepper spray at him to subdue the suspect.An officer states if Wall "goes mobile" then two officers are instructed to "take him out."Then the first attempt to draw Walls out of the car happens at 4:39 p.m."ALL UNITS PREPARE FOR HOT COVER," an officer says. "BREAK WINDOWS FIRST. IF DOES NOT DO WHAT WE WANT WILL INTRODUCE PEPPER. IF GOES MOBILE 109&127 WILL TAKE HIM OUT."The officer fires."ATT TO BREAK GLASS ON PASSENGER SIDE CARGO WINDOW," the officer states.Seconds later."DID NOT SHATTER," the same officer states.Two minutes later, another officer asks a question."DO YOU THINK BACK GLASS ON TRUCK HATCH WOULD HAVE BETTER CHANCE OF SHATTERING?" the report states."PROB NOT," the officer responds.Minutes later, officers try again to fire pepperballs into the car. It fails and the gun malfunctions.Then officers start a game of sit and see, reporting there is no movement within the car. At 5:18 p.m., officers finally have Wall's name and a prior arrest record.A little after 6 p.m., the SWAT team arrives.At 6:12 p.m., officers are ordered to stand back, so SWAT can go in.A minute later, SWAT moves in."BREECH IT NOW," an officer states at 6:13 p.m."BREECHING VEH," seconds later."MOVEMENT INSIDE VEHICLE.""PERIMETER STANDBY/INTRODUCING DISTRACTION DEVICE/NOT GUNFIRE.""SUSP EXITED THE VEHICLE."Within three minutes, it was over. At 6:16 p.m., an officer alerted that Wall was in custody."SUSPECT SECURE."
