A breakdown of federal spending in Kingsport for environmental reasons over the last 10 years

Data regarding federal spending in Kingsport show more than $11.7 million in federal contracts have come to the city for reasons related to the environment over the last ten years. From fiscal year 2026 to now, seven separate federal contracts have been awarded to be carried out in Kingsport, either entirely or in part, ranging from about $150,000 in value to almost $7.9 million. That's according to data available through USASpending.gov, which tracks data on U.S. government spending. All of the contracts were awarded by the Department of Defense. Three are for remediation services, and four are for engineering services. Remediation is the process of addressing contaminated or polluted areas. Remediation contracts The most expensive contract at $7.9 million was awarded to the Environmental Chemical Corporation to remediate Holston Army Ammunition Plant and two other ammunition plants in Tennessee. Environmental Chemical Corporation is a California-based company that provides environmental services. The start date of that contract was November 2024, and the contract work is slated to end this November. If it is extended, it could end in 2029, according to USASpending.gov. Holston Army Ammunition Plant is a government-owned, contractor-operated ammunition plant in Hawkins County. BAE Systems has been the operating contractor of the plant for about 27 years. The second-most expensive contracts are two separate contracts — $1.7 million and $1.2 million — awarded to Bay West LLC, an environmental consultant based in Minnesota. Both contracts were awarded for remediation services. Work for the $1.7 million contract was slated for 2012 to 2017. The second-most expensive contract awarded to Bay West LLC was for work from 2016 to 2022. Engineering contracts Four federal engineering contracts awarded for work in Kingsport ranged from $100,000 to almost $300,000 dollars and were all awarded to engineering consultant Tetra Tech, Inc. Those contracts all included environmental assessments, and at least one was noted for Holston Army Ammunition Plant as part of documentation to abide by the National Environmental Policy Act. That contract was for work from 2021 to 2022. Another engineering contract was noted for "environmental assessment for RDX and HMX," for work from 2017 to 2018.
