TCAP is not the whole picture

Every spring, Tennessee students sit down to take the Tennessee Comprehensive Assessment Program, better known as TCAP. For some families, those four letters can sound intimidating. For educators, they can mean weeks of preparation, testing logistics, technology concerns, and the pressure that comes with knowing the results will be scrutinized — often unfairly. But what exactly is TCAP — and how should we use the information it provides? At its most basic, TCAP is Tennessee's statewide system for measuring student performance against the state's academic standards. Students in grades 3–8 take assessments in core subjects, while high school students take End-of-Course exams in subjects such as Algebra, English, Biology and U.S. History. Tennessee also provides an alternate assessment for students with significant cognitive disabilities. The purpose is straightforward: Are students learning what they are expected to learn? That is an important question. We should not fear measuring learning. A state that refuses to measure academic progress does a disservice to students, parents, educators and taxpayers. But we should also be careful about what we believe a test can tell us. I have often compared testing to a school picture. It captures what you look like on that particular day. A school picture can tell you something about a student, but it cannot tell you everything about that child. Likewise, a TCAP score is a snapshot of academic performance — not a complete portrait of a student, teacher, school or community. That distinction matters. TCAP results can identify strengths and weaknesses. They can show whether students are meeting Tennessee's expectations. They can help educators determine where additional instruction may be needed and help parents understand how their children are progressing. At the state level, results provide information for accountability and policymaking. These are worthwhile purposes. The problem begins when we ask one assessment to carry more weight than it was designed to bear. A test score should never become a permanent label placed on a child. Nor should it be used carelessly to define an educator's worth. Teaching is far more complex than preparing students to answer questions during a testing window. Educators teach perseverance, curiosity, responsibility, communication, creativity, critical thinking, and countless other skills that do not always fit neatly into an assessment. Students are not machines. Children arrive at school with different experiences, challenges, strengths, interests and circumstances. A student's performance on a single morning in April can be influenced by many factors that have little to do with what that child actually knows. That does not make assessment unimportant. It makes context essential. Tennessee has made meaningful progress in student achievement, and that progress deserves recognition. When students improve, we should celebrate it. When educators work hard and see results improve, they deserve credit. When districts identify gaps and respond effectively, we should learn from them. Recent TCAP results have provided encouraging evidence of improvement in multiple areas. That is good news for Tennessee. It reflects the hard work of students and educators, the support of parents, and the efforts of school districts across the state. But success should not lead us to believe that every problem has been solved. Nor should disappointing results lead us to believe that every school or educator has failed. The real value of assessment is not the score itself. It is what we do with the information afterward. Do we identify students who need additional support? Do we examine curriculum and instruction? Do we provide educators with meaningful professional development? Do we recognize schools that are making genuine progress? Do we ask difficult questions when results reveal persistent achievement gaps. Most importantly, do we use data to improve education — or allow education to become merely an exercise in producing better data? There is a difference. Tennessee should continue to pursue assessments that are valid, reliable, understandable and as minimally disruptive to instruction as possible. We should also be willing to examine whether the information assessments provide justifies the time and resources they consume. Testing should serve education. Education should not exist to serve testing. Technology and artificial intelligence add another layer to this conversation. As assessment systems evolve, Tennessee must ensure that new technologies — including computer-based testing and AI-assisted scoring — are reliable, transparent, secure and fair. Innovation should improve assessment, not simply complicate it. Parents should have access to their children's results and understand what they mean. A score without context can create unnecessary anxiety. A score accompanied by meaningful information can become a tool for partnership between parents and educators. Ultimately, TCAP is neither the enemy nor the solution to every challenge facing Tennessee education. It is a tool, and like every tool, its value depends on how we use it. We should measure what matters. We should pay attention to results. We should celebrate genuine academic gains. We should confront areas where students are struggling. But we should never reduce a child, an educator, or an entire school to a number on a spreadsheet. The goal of education is not to produce impressive test scores. The goal is to prepare young people for lives of learning, work, citizenship, responsibility and purpose. TCAP can help us determine whether we are moving in the right direction. It just cannot tell us everything about the journey. Perhaps the most important thing to remember when the next set of scores arrives is that a test is a picture. Education is the whole story.
